Martinsburgh Va Oct 10/64
My dear Father
I am commencing to get
this Depot organized and think that I
shall have matters running smoothly before
long. To give you some idea of what
is being done — to day we have sent off
400 wagons of supplies 2000 men 100 horses
& received 1700 men 300 wagons 3500 wounded
100 prisoners & two hundred refugees, all of
which are taken care of & we are ready to do
the same thing over again tomorrow.
I find that this place contains over 130
places of business many of which are, or
have been carrying on trade with rebels
I have taken the reponsibility of issuing an
order closing all until satifactory evidence of
present & previous loyalty is established in
so doing I am not sure but I exceed my
authority but I am positive that it is right
that it will protect the loyal citizens and
prevent rebels from reaping the benefit. I hope

that my course will not be disapproved
for there is no question of its good results
