Biography
Adjutant General Col. Samuel Cooper (1798-1876) held the post of chief administrative officer from 1852-1861, whereupon he resigned his command and joined the Confederate army as Adjutant and Inspector General. Brigadier Gen. Lorenzo Thomas succeeded Col. Cooper on March 7, 1861, immediately following Lincoln's inauguration.
