He was a North Carolina Democrat who served as the Secretary (also called Clerk) of the United States Senate from 1836-1861. Prior to that, he was the Chief Clerk of the U.S. Department of the Treasury. He had 9 children with his wife, Lillias Arnot who he married in 1803. One of his sons was Francis Asbury Dickins who became a well known planter and lawyer in Virginia.
