United States Representative from Illinois, 1853-1869; Secretary of State under President Grant, 1869, resigning to accept appointment as United States Minister to France, 1869-1877; during the Franco-Prussian War he protected the Paris legations of the German states; he was the only foreign minister who remained at his post during the days of the Commune and he protected all foreigners left by their ministers.
