He was a French statesman and diplomat. He served as the Minister of Foreign Affairs from 1848-1849 in the first government of Odilon Barrot, under Alphonse Henri d'Hautpoul in 1851 and under Louis Napoleon Bonaparte from 1852 to 1855 and 1862-1866. He resigned after the Austro-Prussian War.
