He is the son of Moses Phillips, a founding member of the town of Wallkill. His father was the son-in-law of Henry Wisner.

Biography: 
Moses Phillips and Henry Wisner settled in the area on the Wallkill and by 1776 were engaged in the manufacture of gunpowder which they sold to the Continental Congress. Known as Hampton until 1806 the name of the settlement was changed to Phillipsburg due to the large number of families by that name descended from Moses Phillips, who married into the Wisner family and recieved the land as a portion of his wife's estate
