Biography

Born in England, he was the youngest son of the Earl of Elgin. From 1844-1846 he served as colonel Secretary at Hong Kong. In 1846 he was lieutenant Governor to Newfoundland. In 1847 he was consul-general to the Republic of Bolivia. In 1865 he was selected to be the British representative to Washington. He lived and died unmarried.
