He was the second son of Rosanna and Colonel David Oakes. Their family resided in St Paul, Minnesota. It appears likely that he moved to South Dakota and became a patient at an insane asylum there. The 1900 census listed Charles Oakes as an patient at the South Dakota hospital for the insane with an occupation of "tinsmith"

The 1910 federal census in South Dakota listed a Charles Oakes born in Minnesota in 1855 as a patient at an asylum there. It appears to be the same Charles, so it is likely he died sometime after 1910 as a patient at an insane hospital. This seems to match this Find a Grave entry: (https://www.findagrave.com/memorial/22402066/charles-oakes) of a Charles Oakes buried at a South Dakota State Hospital cemetery with a 1918 date of death.
