Tuesday evening would actually have been November 13, 1838. Possibly the letter was written late at night; this could explain the use of quotations marks around the date which is not Louisa's typical practice.

My dear Henry,
Among the ten thousand congratulations you
are receiving mine will not be overlooked I am sure.
We have this moment been apprised of your success—and
I do assure you I breathe more freely than I have done for
a month when contemplating your possible defeat. For once
my good Husband
