Anthony Ashley-Cooper was the seventh Earl of Shaftesbury. He was born in London, educated first at Harrow and then at Christ Church, Oxford. He entered parliament in 1826 as Lord Ashley. In 1830, he married Lady Emily Cowper. He was interested in philanthropic reform. He was worked for and secured a reform of the Lunacy Acts. He also passed and supported factory work reform bills. He also held the office of chairman of the Ragged School Union and served as chairman of the central board of public health and chairman of a sanitary commission for the Crimea. He died on October 1, 1885.
