William Cozzens was serving as the governor of Rhode Island when Fanny Adeline Seward referenced him in her 1862-1863 diary as the member of a party she also attended. He was introduced to her by a "Mr. Bascom or some such name" -- she discovers later that this was Admiral Andrew Foote.
