Manuel Ulpiano Rubio was the father of Cayetano Rubio, the owner of a textile mill in Querétaro, México. His son Cayetano Rubio visited the United States and met with Frederick William Seward in New York, seeking introductions to "bankers and capitalists" that might invest in his factory. His father sent him with a letter of introduction to William Henry Seward, presumably because they had met on Seward's earlier trip to Mexico.
